Time Warner Cable raises Internet modem fees for customers

(Reuters) - Time Warner Cable said on Monday it has started notifying customers that it is raising the monthly fees to rent modems from the cable company.

Subscribers on Time Warner's Cable's most popular Internet plan began paying $3.95 a month last November to lease a modem. The fee will rise to $5.99 a month starting in the next billing cycle for customers.

The higher rate could generate an additional $150 million in revenue this year, according to ISI analyst Vijay Jayant. Time Warner Cable has roughly 12 million customers.

A Time Warner Cable spokesman said the fee was raised because of the "cost associated with providing the modem." Customers who buy higher-end packages will not be affected by the change.

Time Warner Cable said customers can opt out by purchasing a modem that is compatible with the Time Warner system, it and provided a list of approved equipment.

Other cable companies such as No. 1 U.S. operator Comcast and Cox charge modem fees between $7 and $8 per month, Jayant said.

Obama Urges 'Honesty' in Renewed Israel-PA Talks

U.S. President Barack?Obama welcomed the imminent start of renewed peace talks between Israel and?the Palestinians?on Monday, but urged both sides to approach them with honesty, AFP reported Monday evening.

"The most difficult work of these negotiations is ahead, and I am hopeful?that both the Israelis and Palestinians will approach these talks in good
faith," he said.?

Obama thanked his own top diplomat, Secretary of State John Kerry, for?organizing the talks, which were to begin later?Monday?in Washington with an
initial exchange between top negotiators.?

"I am pleased that Prime Minister [Binyamin] Netanyahu and [Palestinian Authority Chairman Mahmoud]?Abbas have?accepted Secretary Kerry's invitation to formally resume direct final status?negotiations and have sent senior negotiating teams to Washington for the?first round of meetings," Obama said.

"This is a promising step forward, though hard work and hard choices remain?ahead.?The United States stands ready to support them throughout these
negotiations, with the goal of achieving two states, living side by side in?peace and security."

Former U.S. Ambassador to Israel Martin Indyk has been chosen to shepherd the talks between the two sides.

Mexico's navy vice admiral killed in ambush

MORELIA, Mexico (AP) Gunmen ambushed and killed one of Mexico's highest ranking navy officials and the officer escorting him Sunday in the rough western state of Michoacan, authorities said. Two other people were injured in the shooting.

The state prosecutors' office said Sunday's attack on Vice Adm. Carlos Miguel Salazar happened on a dirt road near the town of Churintzio. Salazar is the top navy commander in the Pacific coastal state of Jalisco.

Alejandro Arellano, spokesman for Michoacan attorney general's office, said Salazar's driver apparently took the dirt road because the main highway had been closed. He said Ricardo Fernandez Hernandez, an officer serving as the vice admiral's bodyguard, was also killed.

He added that a woman and another man traveling with in the car were injured.

A statement from the Mexican navy said the commander's SUV was traveling on a main highway that connects Morelia, Michoacan's capital, to the city of Guadalajara and farther west to Salazar's navy base, but was forced to take a detour near Churintzio. In between two villages, men armed with high-powered rifles opened fire on the car, it said.

Helicopters of the army, navy and federal police and more than 200 security officers and emergency workers converged on the scene after the shooting.

The attackers had not been located, but officials said forces searching the area found an abandoned car suspected of being used by the gunmen.

Since Tuesday, gunmen apparently working for the Knights Templar drug cartel have been staging a series of attacks on federal police convoys, killing at least four officers and wounding five others. The death toll from the clashes also included 20 gunmen. Authorities said gunmen have hijacked trucks and buses to block highways before making their attacks.

President Enrique Pea Nieto sent thousands of troops and federal police to the area two months ago because of a surge in violence stemming from a reported fight between the Knights Templar and a gang called the New Generation, based in neighboring Jalisco state.

The heart of hurricane season is about two weeks away yet we've already felt the remnants of Tropical Storm Chantal earlier this month and for awhile Tropical Storm Dorian had us on edge.

It's widely known that we're one of the most storm-battered regions in the nation. But there are plenty of facts you may not be aware of.

Here are answers to questions you may have about South Florida's hurricane history, based on continuous records kept since 1851.

How many hurricanes have hit South Florida, including the Keys?

A total of 46, and of those 26 were Category 3 or higher. And those numbers might be low, said Jim Lushine, a weather history buff and retired National Weather Service meteorologist.

"Some hurricanes may have gone unreported during the 19th century, when?the population was?sparse," he said.?

The last hurricane to strike the region and the state was Wilma in October 2005.

What are the earliest/latest dates?a hurricane?has?affected South Florida?

The earliest was on June?17, 1906; the system angled northeast across the southern tip of the state as a Category 1. The latest was on Nov. 4, 1935, known as the Yankee Hurricane because after developing near Bermuda it approached South Florida from the northeast and struck Miami Beach.

What?are the earliest/latest dates a?major hurricane has struck here??

The earliest was on Aug 16 in both 1871 and 1888. In more recent times, Hurricane Andrew struck on Aug. 24 in 1992.?The latest was Category 3 Hurricane King, which struck the Keys and downtown Miami on Oct. 17, 1950, causing severe damage across the region. More recently, Hurricane Wilma hit southwest Florida as a Category 3 on Oct. 24, 2005, but weakened to Category 2 by the time it reached South Florida.

What?were the most/least number?in?one season to strike South Florida?

The most: In both 1935 and 1933, three hurricanes struck the region. Among the 1935 systems was the infamous Labor Day hurricane, one of only three Category 5 systems to strike the U.S. coast. It devastated the Middle Keys and caused damage as far north as Miami-Dade County.

Several years have seen two hurricanes have hit the region, with the most recent being 2005, when Katrina and Wilma struck South Florida. In 2004 Frances and Jeanne hit in nearly the same location, just north of Palm Beach County, three weeks apart. In 1948, two major hurricanes hit the area two weeks apart.

The least:?In 125 of the past 161 years, South Florida saw no hurricanes.

Which were the most/least deadliest?

The 1928 Lake Okeechobee hurricane was by far the deadliest, killing at least 2,500, mostly as a result of flooding.

"This was one of?greatest losses of life in any U.S. natural disaster, including?earthquakes, volcanoes, tornadoes, floods and heat waves," Lushine said.

In terms of a South Florida metro area,?the 1926 Great Miami Hurricane left 220 dead, and killed 150?more near Lake Okeechobee.

Seven arrested after violent baseball bat attack

SEVEN people were arrested after a man was hospitalised in a suspected baseball bat attack.

Police were called to reports of an altercation in Dunnock Way, Blackbird Leys, at about 11.30pm on Saturday.

A man in his 20s was taken to Oxford?s John Radcliffe Hospital with injuries to his upper body, which police said they believed were caused by a baseball bat.

Seven people were arrested at the scene on suspicion of causing grievous bodily harm and were still in custody as the Oxford Mail went to press.

They are three 18-year-old men, three 19-year-old men and a 52-year-old woman, all from Oxford.

A Dunnock Way resident said her mum called the police after they heard shouting outside.

She said: ?I looked out and there was a man standing in the road and shouting, then he took his top off and started punching a car.

?He looked very drunk. The other boys were just standing around. Then the police arrived and arrested everybody.?

Det Insp John Turner said: ?We believe that the victim may have been attacked with a baseball bat during the incident.

?I would appeal to anyone who may have witnessed the altercation, or who has information about the incident to contact the police immediately.?

Boise State football lands another 2014 offensive line commitment

Ryan Griswold, an offensive lineman from Pearland, Texas, committed to the Boise State football team on Friday evening, he told the Idaho Statesman.

Griswold (6-foot-5, 250 pounds) is the Broncos? second offensive line commitment for the class of 2014. Jesse Sosebee of Edison High in Huntington Beach, Calif., also committed to Boise State on Friday. The Idaho Statesman reported Sosebee?s commitment Friday night.

Griswold is from the same high school as former Boise State defensive end Sam Ukwuachu, who was dismissed from the program this spring and transferred to Baylor.

?I wanted to play football and they said I?d have a good opportunity. I wanted to play some really strong teams. I saw what they did to Sam (in improving his body). That really attracted me,? Griswold said.

He said he had offers from Houston, Air Fore, Louisiana-Lafayette and Louisiana Tech. He expects to play tackle at Boise State.

Griswold visited Boise last week.

'Glee' holds Cory Monteith memorial for cast, crew

LOS ANGELES (AP) ? The cast and crew of "Glee" is saying goodbye to star Cory Monteith (mahn-TEETH'), who died earlier this month.

Twentieth Century Fox Television says "Glee" co-star and Monteith's real-life girlfriend Lea Michele (LEE'-uh mih-SHEHL') and show creator Ryan Murphy gathered the show's cast and crew for a memorial on Thursday. They shared memories and music in "an emotional celebration" of Monteith's life.

The 31-year-old actor was found dead in a hotel room in Vancouver, British Columbia, on July 13. An autopsy revealed he died of an overdose of heroin and alcohol.

Murphy said recently that the show plans a tribute episode honoring Monteith that will address the death of his character, Finn.

"Glee" is set to begin its fifth season on Sept. 26, a week later than originally planned.

Employers sponsoring 401(k) plans and other qualified retirement plans with participant-directed investments must distribute an annual notice to participants disclosing comparative information regarding plan investment alternatives. ?The deadline to distribute the first notice was August 30, 2012, with subsequent notices due within one year of the 2012 distribution date.? For example, if an employer distributed the notice last year on August 25, 2012, then the current notice would be distributed by August 25, 2013.?

This week, however, the Employee Benefits Security Administration of the Department of Labor announced in Field Assistance Bulletin 2013-02 (http://www.dol.gov/ebsa/regs/fab2013-2.html) that plan sponsors will have a one-time opportunity to reset the annual delivery schedule of this notice by up to six months later.? This will allow plan sponsors to align distribution of the notice with other annual participant disclosures.? Specifically, the current notice may be distributed by a date up to 18 months after delivery of the 2012 notice and by that date annually thereafter.?

For example, if an employer typically distributes other retirement plan materials in November, such as benefit statements, it may include the investment disclosure with those other documents this November.? Then later distributions of the notice will be tied to the date of distribution of the current notice, with the next one due in this example by November of 2014.? The delayed distribution could potentially occur as late as February of 2014 depending on when the notice was furnished in 2012.?

If the plan sponsor has already furnished the current disclosure due to participants in 2013 (or taken the steps to do so where it does not want to delay distribution), the plan sponsor may delay the disclosure due in 2014.? If this option is taken, then the 2014 notice may be distributed by a date up to 18 months after delivery of the notice in 2013 (potentially as late as February 2015), with subsequent notices distributed by that date annually thereafter.?

Plan sponsors should consider this opportunity to consolidate distribution of the participant investment disclosure with other annual plan disclosures. ?For additional information, please contact Michael Joyce or Angie Brick of the Employee Benefits practice group.

IMF worries Argentine case will hamper debt relief

WASHINGTON?A yearslong court battle in New York could have major implications for the world's financial system as investors seek to recover unpaid debts from Argentina's massive 2001 default.

Global finance officials fear a victory by creditors could make it more difficult to put together an international financial rescue package like the one that pulled the Greek economy from the brink of collapse in the past few years.

Those concerns have put the U.S. government and the Washington-based International Monetary Fund in an awkward position. They have both criticized Argentina's handling of its economy. But they fear a judgment against the Latin American country in this case could set a dangerous precedent.

"It has nothing to do with Argentina," IMF spokesman William Murray said Thursday. "It has to do with the principles, the policy implications of a particular legal case."

The concerns arose again this week as the IMF contemplated formally backing Argentina in the court case. After the U.S. opposed that plan, the international lending agency decided against doing so, saying it was wary of taking sides in a U.S. legal dispute.

But the IMF clearly worries that a ruling against Argentina could make it difficult to craft future rescue packages that call for a country's creditors to accept less than what they are owed.

The U.S., which has supported Argentina at earlier stages of the case, said Wednesday it shares the concerns even though it had opposed IMF involvement in the case. The IMF was considering filing a friend-of-the-court brief in support of Argentina's petition to the U.S. Supreme Court to overturn a lower court's ruling against it.

The case stems from Argentina's financial crisis a dozen years ago when the government could not pay its debts and Argentine bonds became nearly worthless. As the country tried to get its finances in order, it offered creditors new bonds that initially paid less than 30 cents for each dollar of bad debt. More than 90 percent of bondholders agreed and some of them have since recovered three-quarters of their pre-default investment.

But a small fraction of bondholders, some of whom bought the debt securities at cut-rate prices during the crisis, say Argentina should pay them the face value of the bonds, plus interest. Investment fund NML Capital and 18 other creditors sued and a lower court ordered Argentina to pay $1.4 billion.

Normally, it would be difficult for plaintiffs to collect on such a ruling. But the judge granted their request for an unprecedented mechanism to force Argentina to pay: Using the U.S. funds transfer system?it automatically zips trillions of dollars a day around the world?to block the payments Argentina makes to all the other bondholders unless it also pays the plaintiffs.

That worries the United States and the IMF. When a country is basically insolvent, the IMF often steps in and helps craft a package that may force the country to overhaul its finances?and also pressure creditors to accept restructured or reduced debt.

If the lower court ruling is upheld on appeals, the IMF says that would make it less likely that the majority of creditors in any future bailout would agree to complex debt restructurings like the one Greece recently went through. Bondholders would have less incentive to reduce their claims on the country down to levels where payments can be met.

"If this makes debt relief harder, the IMF's job is made much harder," said Anna Gelpern, senior fellow at the Peterson Institute for International Economics and a law professor at Georgetown University.

Charles R. Blitzer, former IMF official and a consultant with significant experience in debt restructurings like Argentina's, said the U.S. and IMF concerns are overblown and not based on evidence or careful analysis.

The ruling, according to Blitzer, would only be applicable to a very few cases because the language in the bond contracts was unusual. The case revolves around clauses in the original 1990s bond contracts that gave equal rankings for all kinds of debt.

Secondly, the ruling was explicitly a reaction to Argentina's behavior toward creditors, such as its unwillingness to negotiate and obey other court orders, Blitzer said. He also noted many recent bond contracts have collective action clauses that allow a majority, say 75 percent, to determine whether all bondholders go along with a debt restructuring.

The judge's ruling to force Argentina to pay using the U.S. funds transfer system prompted alarm reflected in a flood of legal briefs from U.S. banks, the Federal Reserve, the U.S. government and other institutions, warning of serious damage.

The Federal Reserve and the Clearing House, a trade group representing the world's largest commercial banks, told the judge to make sure his order won't affect the U.S. funds transfer system.

The entire system depends on transfers being "immediate, final and irrevocable" when processed, the Federal Reserve said. Requiring intermediaries to identify, stop and divert payments according to court orders "would impede the use of rapid electronic funds transfers in commerce by causing delays and driving up costs."

Argentina says it cannot possibly comply with the judge's order without ruining its economic recovery. The country has been unable and unwilling to issue new bonds in foreign currency because of the case as it would have to pay prohibitive interest rates. Anyone wanting to insure current Argentine debt against another default must pay the highest prices in the world.

South Africa's Investec, Nedbank exposed to troubled building firm

JOHANNESBURG (Reuters) - South Africa's Investec, Nedbank and Sanlam said on Thursday they had exposure to a failing building supply company First Strut, whose chairman was shot dead in June.

Trade in First Strut's 925 million rand worth of bonds was suspended last week following an application to place the firm in liquidation, according to a stock exchange filing.

Its chairman, Jeff Wiggill, was found dead with a bullet wound to his head next to a luxury Bentley automobile in the early hours of June 20 in the Soweto township that borders Johannesburg. His wallet and cell phone were missing.

No arrests have yet been made, a police official said.

Investec spokeswoman Ursula Nobrega said the bank had lent First Strut 240 million rand.

The loan was "fully secured on underlying collateral, which is predominantly property," she said.

Its asset management arm had exposure to First Strut's bonds, she said, without giving further details.

Lender Nedbank and insurer Sanlam also confirmed exposure to First Strut, but declined to give further details.

First Strut, which does business under the name First Tech, earlier this month applied for business rescue, saying its financial position worsened following the murder of its chairman.

"The tragic demise of Mr Wiggill has placed not only the company in a dire and invidious position but also the group as a whole," First Strut said in the July 5 filing for business rescue.

"Since the demise of Mr Wiggill it has become necessary to unravel a number of complex and intricate financial transactions," it said, adding existing cash flow and funding would not be sufficient.

The bonds were arranged by First Rand unit Rand Merchant Bank and due to mature in 2016.

Embattled journalists, weary from weeks of camping outside of St. Mary?s Hospital in London ? where Kate Middleton is now in the early stages of labor ? have sprung to attention today for the long-awaited birth. And according to Agence France-Presse, they?ve been joined by mobs of enthusiastic royalists, some of whom have traveled from other parts of the Commonwealth to witness the birth.

"We've been getting updates every morning on Canadian TV and it's great to see that it's a worldwide affair, that everyone's curious about what's happening," said David Wyatt from Toronto, who was holidaying in London with his wife and three young daughters.

"We were wondering whether we were going to be here in London when it happened, and it's wonderful. My family were empire loyalists in Canada and my father's from England. We're proud Canadians."

Elsewhere, crowds of hungry spectators and reporters have assembled outside Buckingham Palace to watch for news of the baby, according to the Telegraph. As tradition has it, royal babies? births are announced by a messenger who tacks a piece of paper confirming the baby?s weight, gender, and time of birth onto an easel outside the queen?s official residence.

But the enthusiasm is not limited to London. The Twittersphere is ablaze with talk of the birth, with #RoyalBaby, Kate Middleton, and the queen all trending.

Florida man dies in Alaska accident

BETHEL, Alaska?A 25-year-old Florida man has died in an all-terrain vehicle crash in Alaska.

Bethel police identified the victim in the Thursday accident as Troy David Deloach. His hometown wasn't immediately available.

KYUK reports (http://is.gd/6UQdgf) his four-wheeler crashed on Standard Oil Road near the boat launch.

Police and medics took him to a hospital, where he was pronounced dead.

Bethel, a community of about 6,200 residents, is located 400 miles west of Anchorage.

House GOP reconsiders Dream Act idea for young immigrants

, rejecting as a "nightmare" the legislation to provide a path to citizenship for immigrants who were brought to the country as children and were here illegally as young adults.

Now, they're taking a second look.

House Majority Leader Eric Cantor (R-Va.) is working on his own version, which some Republicans hope can bridge the divide separating the parties on the immigration overhaul, which has languished in the GOP-led House.

But it could also fall flat, both with Republicans who reject any citizenship option for those not lawfully in the country, and with Democrats who dismiss it as too little, too late.

The approach was aired Tuesday at a House judiciary subcommittee hearing as Republicans search for a way to respond to an issue that top party leaders say is vital for the GOP's future.

The early reviews were not positive from those who could benefit most. "Dreamers," as the young immigrants who had fought for the Dream Act call themselves, now reject the idea as a "childish" political game and vow not to leave behind the parents who struggled to give them better lives in the United States.

They largely back the Senate bill, which would provide a 13-year process for citizenship for most of the estimated 11 million immigrants in the country illegally. But House GOP leaders have said they will not take up that bill.

In often tearful testimony, one young immigrant told the House subcommittee she could not imagine accepting the option of citizenship for herself but not her parents.

"When members of Congress tell me that I deserve an opportunity to earn citizenship and my mother does not, I tell them that if anyone deserves that opportunity to earn citizenship, it is my mother," said Rosa Velazquez, 30, a graduate student in Arkansas.

Velazquez, who came to the United States from Mexico 25 years ago, described her mother's job cutting chicken in one of the state's poultry factories. "My mother's working hands are the foundation on which this country was built," she said. "I am my mother's daughter. She and I are equal."

Opponents, including Democrats on the panel, warned that excluding most immigrants who are in the country illegally from the possibility of citizenship would create a permanent underclass.

But interest in the proposal from several key Republicans on the panel could signal broader support within the House GOP, setting up a possible showdown with Democrats.

"We all view children as a special, protected class," said Rep. Trey Gowdy (R-S.C.), the subcommittee chairman, who warned that holding out for greater inclusion would "only wind up hurting the most vulnerable."

Rep. Ted Poe (R-Texas) said, "It seems to me it's time we deal with these children in a very special way and bring them into our society."

Those sentiments are a turnaround from late 2010, when Republicans opposed the Dream Act as it was narrowly approved by the then-Democratic-led House. The measure later died in the Senate.

Efforts to showcase a softened Republican approach to immigration hit a snag Tuesday when Rep. Steve King (R-Iowa) suggested that young drug-runners could try to take advantage of such a citizenship proposal.

"For every one that's a valedictorian, there's another 100 out there that ? weigh 130 pounds and have calves the size of cantaloupes because they're hauling 75 pounds of marijuana across the desert," King said in an interview with the website Newsmax.

The White House, which supports the Senate-passed immigration overhaul, quickly shot back.

"Every member of the GOP should condemn Rep King for comparing the Dreamers to drug mules, they represent what is great about this country," Dan Pfeiffer, an advisor to the president, wrote on Twitter.

The hearing was the first chance for many House Republicans to discuss publicly the citizenship pathway. Among those testifying was a representative from the Southern Baptist Convention who drew on biblical passages to support the immigration overhaul, creating a lively exchange over interpretations of Scripture with some Republicans.

The White House signaled its rejection of the limited approach. Pfeiffer earlier in the day pointed to an opinion piece that criticized what it called the "cruel hypocrisy of the GOP immigration plan: allow some kids to stay but deport their parents."

The comment drew a sharp rebuke from Gowdy, who has been working on alternatives to the Senate bill in search of a compromise, as coming from a "self-serving political hack."

Speaker John A. Boehner has yet to bring an immigration bill for a vote on the House floor and is unlikely to do so before Congress recesses for the month of August. The Ohio Republican has pledged not to consider legislation unless it has majority support from House Republicans.

A bipartisan group of House lawmakers has been working behind the scenes on a bill that would provide a citizenship pathway for most immigrants in the country illegally, along with border security and new visa programs. It is expected to be unveiled in the fall.

Publication of Flynn's unfinished novel delayed

MINNEAPOLIS (AP) ? Publication of best-selling author Vince Flynn's unfinished novel is postponed indefinitely after his death last month.

Flynn's longtime editor, Emily Bestler, made the announcement Thursday.

Bestler says the Minnesota author hadn't completed the manuscript when he died June 19 at age 47, more than two years after being diagnosed with prostate cancer.

The book, titled "The Survivor," was planned for release this fall.

Bestler says in a statement it's too soon to know how much of the book was written or whether Flynn had made arrangements in case he could not complete the book. So she says publication is listed as "postponed indefinitely" instead of "canceled."

Flynn wrote the Mitch Rapp counterterrorism thriller series. His 14th novel, "The Last Man," was published last year.

Obama pledges renewed economic focus, says Washington has 'taken eye off the ball'

GALESBURG, Ill. ? Seeking to build momentum for looming fiscal fights, President Barack Obama on Wednesday cast himself as the champion for middle-class Americans struggling to make ends meet. He chided Washington for having "taken its eye off the ball" and declared that the economy would be the "highest priority" of his second term.

Obama, in an hour-long address that was at times deeply partisan, also accused Republican lawmakers of succumbing to "an endless parade of distractions and political posturing and phony scandals." He said gridlock had only gotten worse since his re-election.

"I am here to say this needs to stop," Obama said in a speech at Knox College. "This moment does not require short-term thinking. It does not require having the same old stale debates."

Obama, as he often does when criticizing Washington, glossed over his own status as the inhabitant of the city's most powerful office.

GOP leaders quickly panned the president's remarks as a series of repackaged ideas and empty promises.

"It's a hollow shell, it's an Easter egg with no candy in it," House Speaker John Boehner, R-Ohio, said.

Indeed, the president's remarks were void of new policy proposals or fresh solutions for breaking Washington stalemates. And there were no new approaches presented for resolving potential showdowns with Republicans this fall over raising the nation's borrowing limit and curtailing across-the-board federal budget cuts known as "the sequester."

For the president's advisers, a central goal of the speech was simply to refocus Obama's agenda squarely on the economy ahead of the fall deadlines. The first six months of his second term largely have been consumed by priorities like gun control and immigration, as well as an array of foreign policy crises and domestic controversies, including the National Security Agency's domestic spying programs and IRS scrutiny of political groups.

While official Washington's attention was elsewhere, the economy was slowly but steadily improving. The housing market is recovering, the stock market is soaring, and unemployment, while still high at 7.6 percent, is falling.

But the White House fears that standoffs this fall over the debt ceiling and the sequester could upend that progress. The president has declared that he will not negotiate over the debt ceiling and expects Republicans to lift the borrowing limit without concessions. He's also pushing to end the federal budget cuts before they extend into the next fiscal year, which begins Oct. 1.

The president panned the sequester as a "meat cleaver" that has "cost jobs, hurt our military and gutted investments in American education."
