NEW YORK (AP) ? Rihanna says if dating Chris Brown is mistake, she's OK with that.

The singer tells Rolling Stone in an interview that dating Brown makes her happy and "if it's a mistake, it's my mistake." She adds that she's ready to go public with her singer-boyfriend.

Four years ago, Brown attacked Rihanna and was charged with a felony. But rumors about their relationship emerged after the singers collaborated on songs and appeared in photos together.

Rihanna says she knows that her history with 23-year-old Brown is "not the cutest puzzle in the world." The 24-year-old also vows that Brown is "disgusted" by what he did in the past. She says the two have matured and they "know exactly what we have now, and we don't want to lose that."

The magazine's new issue hits newsstands Friday.

Monte Paschi ex-managers probed over bribery, fraud

SIENA, Italy (Reuters) - Prosecutors are investigating the former management of Italy's troubled Monte dei Paschi bank for bribery and fraud, judicial sources said on Wednesday, as pressure grew on the Bank of Italy and bourse watchdog Consob.

With parliamentary elections less than a month away, the scandal at Italy's third-largest bank has deepened with questions about the role of banking supervisors and the influence of local politicians.

Milan prosecutors said they had transferred an investigation into allegations that Monte dei Paschi executives took bribes to buy toxic derivatives from Dresdner Bank to Siena magistrates investigating the main corruption case.

At the same time, prosecutors in the southern town of Trani, who have previously taken on ratings agency Standard and Poor's, said they had opened an investigation against the Bank of Italy and Consob over accusations they failed in their regulatory duties.

The Siena-based bank is in a crisis over an opaque series of derivatives and structured finance deals that have produced losses of 720 million euros ($970 million) and raised questions about possible corruption by bank officials.

On Wednesday Moody's rating agency said it had put the bank's Ba2 rating under review for a downgrade.

The problems go back to at least 2008 when the bank was struggling to absorb its 9-billion-euro cash acquisition of rival Antonveneta just before the global financial crisis, which hit banks across the world.

Executives from Monte dei Paschi, which depends on a 3.9 billion euro ($5.29 billion) government lifeline, are accused of using the derivatives deals to massage accounts and conceal the impact of past losses on its weakened balance sheet.

Underlining the continued potential for trouble, the bank denied a report that it could face fresh losses of up to 500 million euros from a trade called "Chianti Classico", a 1.5 billion euro securitization of part of its property portfolio.

It said the operation had been submitted to its board for possible restructuring, which could reduce its costs and recoup part of the rights to the assets.

ALEXANDRIA TRADE

As the scandal has grown, authorities have been forced to respond to questions about how the complex derivatives operations could have been allowed to spin so badly out of control without action being taken.

On Tuesday, Economy Minister Vittorio Grilli defended the oversight of the scandal before the parliamentary finance committee and the Bank of Italy released a breakdown of steps it had taken against Monte dei Paschi.

However, many questions remain unanswered over a scandal which was known at least in part to regulators and the bank's own internal audit team as early as 2009 but which was not disclosed to investors until last week.

European Central Bank President Mario Draghi, who was governor of the Bank of Italy at the time of the deals, has come under scrutiny for his role in events which took place just before his move to Frankfurt in November 2011.

Prosecutors have already been looking at allegations of massive bribes taken to facilitate the Antonveneta acquisition as well as suspicions of fraudulent accounting over the derivatives transactions.

They have also put Monte dei Paschi itself under investigation under a law governing companies' responsibility for crimes committed by their employees.

On Wednesday, Milan prosecutors handed over to their Siena colleagues a separate inquiry into allegations that Monte dei Paschi executives took bribes to acquire toxic derivatives from Dresdner Bank via a Swiss consultancy named Lutifin.

Eighteen people are under investigation, none of them from Monte dei Paschi, although the former head of the bank's finance division Gian Luca Baldassari and another executive are named in prosecution documents seen by Reuters.

Giuseppe Vegas, head of the market regulator Consob, repeated accusations already made by the Bank of Italy and Monte dei Paschi's new management that former executives had concealed vital information from regulators about one deal in particular.

He said Consob had done all it was able to, given the information available to it.

The trade, dubbed "Alexandria", was linked to the bank's holdings of Italian BTP government bonds, which plunged in value as the euro zone debt crisis exploded in 2011.

It was not until October 2012 that the exact details of the trade became clear when the framework document behind the deal was found in a safe by the management team that replaced former managing director Antonio Vigni and chairman Giuseppe Mussari, who left the bank last year.

POLITICAL AGENDA

With less than a month to go before the elections on February 24-25, the Monte dei Paschi scandal has jumped to the top of the political agenda and thrown a spotlight on the tight links between the bank and local politicians.

The center-left Democratic Party (PD), which is leading in opinion polls, has faced particular pressure because it dominates the local government in Siena, the Tuscan town where Monte dei Paschi has been based since it was founded in 1472.

The center-right People of Freedom (PDL) party led by former prime minister Silvio Berlusconi has demanded a parliamentary inquiry into the affair.

An opinion poll published on Wednesday in the daily La Repubblica showed the center-left coalition's lead over the center-right has fallen slightly but it remained almost 10 percentage points ahead of Berlusconi's coalition.

The Bank of Italy has said it is pursuing disciplinary action against former bank managers which could include fines or other penalties. It is also disputing the 4 million euro payout to Vigni when he was forced out last year.

London councils confirm bids for office to residential exemption

The new permitted development rights were announced by the Department for Communities and Local Government (DCLG) last week. The DCLG confirmed that there would be an opportunity for local authorities to seek an exemption from the right if they can demonstrate that the right would create "substantial adverse economic consequences".

The Royal Borough of Kensington and Chelsea said in a statement that it would make a "strong case" to Government for an exemption and that ministers are already aware of the Council's "serious concerns".

"We have distinct circumstances in Kensington and Chelsea with vast differences between office and residential property values. The Council will strongly defend small and medium-sized businesses staying in the area," the Council said.

The City of London Corporation has long been opposed to the plans, saying that the creation of such rights would undermine London as the world's leading financial centre.

"The City of London has made no secret of our concern about the impact of the proposed change to planning rules upon our role as a world business centre," said the Corporation's city planning officer Peter Rees previously in a statement.?

"Property consultants estimate that 20% of the office floor space in the Square Mile would be in immediate danger of conversion to flats if we do not achieve an exemption from the rule change," Rees said.

The Corporation has now confirmed it will make a bid to seek exemption from the new rights, according to a report in Planning Magazine.

Tornado rips through Georgia city as storms wreak havoc

A tornado hits Adairsville, Georgia on Wednesday.

A violent tornado ripped through Adairsville, Ga,. on Wednesday, overturning cars, littering Interstate 75 with debris, and forcing officials to shut down a 10-mile stretch of the road on Wednesday, the Georgia State Patrol said.

Numerous buildings in nearby Bartow, Ga., some with people inside, were also damaged in the powerful storm, and police have received multiple calls of injuries and trauma, the Atlanta Journal-Constitution reported.

That twister was only one of a handful that touched down in the South and the Midwest Wednesday, as storms throughout the region caused widespread power outages, structural damages and were blamed for at least one death in the region.

The National Weather Service also confirmed another twister touched down in Sardis, Miss., heavily damaging homes in Solsberry, Ind.

Risks from severe winds and rain threatened more than a thousand miles of the country, stretching from Cleveland, Ohio, to New Orleans, The Weather Channel reported. Tornado warnings were issued in areas from central Tennessee and Kentucky to northern and western Georgia and were in effect until Wednesday afternoon.

Tornado watches were also in effect in areas of Mississippi, Ohio and West Virginia. The storms were expected to move east later in the day.

The storms turned deadly when a 47-year-old man in Nashville, Tenn., was killed when a tree fell on a shed he was in, according to local fire department officials.

Meanwhile, in Monticello, Ark., a woman was struck by lightning late Tuesday but only had minor injuries, according to police, and a 32-year-old woman and a 7-year-old boy were treated for minor injuries in Marion County, Ky., the emergency management division reported.?

Wild weather with high winds and torrential downpours rolled through central and southern states toppling trees and leaving thousands without power. NBCNews.com's Dara Brown reports.

Packing quarter-size hail and powerful winds, the storms also knocked out power to thousands of people throughout the region early Wednesday.

In Memphis, Tenn., more than 13,000 customers lost power as high winds tore down power lines and at least two tornado warnings were issued in the area, according to the National Weather Service.

And more than 7,300 Nashville customers were without power, according to Nashville Electric. Utilities reported another 8,000 outages in Arkansas, 7,000 in Mississippi, and nearly 12,000 in Indiana.

In Arlington, Tenn., downed power lines sparked a fast-spreading grass fire that caused the evacuation of a small mental-health facility, Arlington Fire Department Lt. Chad Wiseman said.

"The wind was pushing everything really fast," Wiseman said, adding that gusts reached 50 mph as the fire was burning. "The wind feeds everything. The wind will turn a little grass fire into something that was shooting 15- or 20-foot flames in the air. It looked pretty scary."

The fire was brought under control within an hour, officials said.

A number of factors have helped build the storm system, according to meteorologists. Unseasonably warm, wet air has been pushed up from the Gulf of Mexico by southerly winds, and that is being met by cold air coming in from the Plains via Canada, The Weather Channel?s Chad Burke said, adding that the cold air is being driven eastward by unusually high winds.

"It's not a normal pattern for this time of year," said Burke. "The warm air has changed the dynamic. On the back end of the storm, you have high temperatures in the 50s and 60s in places like Chicago. By tomorrow night, they'll be at 11 (degrees)."

Establish an Action Plan

Keep in mind that every outstanding job starts with an outstanding interview! Following is a list of action points to employ so you'll be ready when the hiring manager calls to request an appointment.

1. Take a look at yourself. What do you see? Pay attention to your strengths and weaknesses. Jot them down. Being realistic is the first step to being authentic when you're in the room with the hiring manager.

5. Take a look at what you can bring to the job. Plan ahead. Let the hiring manager know about your unique gifts and your ideas for supporting the company's goals and objectives.

Even though a man or woman will be sitting across from you in an office, you can be in charge of yourself and how you come across. The hiring manager will be observing you as a person as well as a professional. Give him or her something to be excited about.

Share your background and experience, but also provide examples of how you have responded to others, especially in tricky situations or in times of stress. If you rose to leadership in a pinch, be sure to mention that. If you were able to bring peace and comfort to someone in need, speak about that too. If an idea you offered to management was incorporated be sure to share that as well. On-the-job experience is essential but personal behavior is also important?sometimes more so than job skills.

BlackBerry-toting penny-pinchers have cause to rejoice, as RIM is introducing lower price tiers in BlackBerry World, starting with the British Pound and Euro. New price tags have yet to take hold across the board, but the the UK will see their lowest level fall from £1.00 to £0.75. When it comes to the Euro, prices will vary by country, and we spotted apps as low as €0.75 on Spain's version of the shop. According to RIM, the tweak takes currency exchange rates and VAT requirements into account, and is an effort to gain a competitive edge and catch the eyes of consumers. If you're hankering to save coin in other countries, more currencies are set to follow suit shortly after this round of changes take effect. RIM says the price adjustment is automatic, but developers who yearn to change their asking prices can sort things out at BlackBerry World's vendor portal.

U.S. warns Antigua against "government-authorized piracy"

WASHINGTON (Reuters) - The United States on Monday warned the tiny Caribbean nation of Antigua and Barbuda not to retaliate against U.S. restrictions on Internet gambling by authorizing the "theft" of U.S. intellectual property.

"Government-authorized piracy would undermine chances for a settlement" in the Internet gambling case, said Nkenge Harmon, a spokeswoman for the U.S. Trade Representative's office.

"It also would serve as a major impediment to foreign investment in the Antiguan economy, particularly in high-tech industries," Harmon said.

The World Trade Organization authorized Antigua in 2007 to suspend copyright protection on about $21 million of U.S. intellectual property annually after Washington failed to comply with a ruling against a U.S. ban on Internet gambling.

The Caribbean nation on Monday put the United States on notice that it intended to proceed with that action unless the two sides soon reach a negotiated settlement.

"The economy of Antigua and Barbuda has been devastated by the United States Government's long campaign to prevent American consumers from gambling online with offshore gaming operators," Antiguan Finance Minister Harold Lovell said in a statement.

At its height, the remote gaming industry in Antigua was the country's second largest employer, and leading international gaming economists estimated that the industry was worth more than $3.4 billion to the Antiguan economy, the country estimated.

Currently, less than 500 people are employed in the gaming sector, compared to more than 4,000 at its height.

"This economic devastation has been caused by the direct actions of the United States," the government statement said.

Accelerating neutral atoms on a table top

Jan. 27, 2013 ? Charged particle accelerators have become crucially important to modern day life, be it in health care for cancer treatment or for answering important fundamental scientific questions like the existence of the HIGGS boson, the so called 'God particle'.

In a simple picture, charged particles like electrons and protons are accelerated between two end plates across which an electrical voltage is applied. High energies need high voltages (millions and billions of volts) and long acceleration paths in giant sized machines -- for instance the trillion volt machine called the 'large hadron collider' (LHC) which discovered the Higgs boson, circles over 27 km underground in Geneva! A new concept for a compact accelerator was discovered in the last decade using high powered, short pulses of laser light.

Alternating large electric fields of the light can be transformed in plasmas to create quasi static fields that can produce hundreds of millions volt accelerating voltages just over millimeter lengths on a table top!

How do we accelerate neutral particles -- i.e. particles that cannot be energized by electrical voltages? And do it over millimeters rather than hundreds of meters and moreover using lasers? Research at Ultra Short Pulse High Intensity Lab in TIFR has now found a novel scheme that can do precisely this. The concept uses the ability of powerful lasers to strip nearly 8 electrons per atom in a nano sized, cooled aggregate of argon atoms- a nano piece of ice. A 40,000 atom cluster of argon is charged to 320,000 by a laser that lasts only a 100 billionth of a millionth of a second. Such a super highly charged ice piece explodes soon after, accelerating the charged atoms (Ions) to a million electron volts of energy. The TIFR research now found that all the expelled electrons can be put back into the charged ion that has been accelerated so that it now reverts to being a neutral atom but at high energies. To top it all, this process is nearly 100% efficient at neutralizing the speeding ions and converting them to fast atoms.

Accelerated neutral atoms are very important for many applications. Unaffected by electric or magnetic fields, they penetrate deeper in solids than electrons/ions and thereby create high finesse microstructures for novel electronics and optical devices. Fast atoms are used both as diagnostics and heating sources in Tokomak machines like the ITER (International Thermonuclear Experimental Reactor) in France, that are being developed to create sustained thermo-nuclear fusion. The TIFR scheme can produce a point source of fast neutral atoms close to the location of an intended application.

This certainly shows that staying neutral under extreme provocation has its advantages.

Cop jumps from car to tackle moving motorcyclist

An officer pursuing a potentially stolen motorcycle in Mission Valley, San Diego, was dragged down a street after attempting to stop the motorist, according to the San Diego Police Department.

The pursuit began late Thursday at about 10 p.m. near Mission Center Road and Hazard Center Drive, police said.

The officer was responding to a report of a stolen motorcycle when he saw the motorcycle and began following it.

The motorcyclist fled up the hill to Murray Ridge Road.

In an attempt to stop the motorcyclist, the officer jumped from his patrol car and grabbed the motorcyclist.

The motorcyclist continued to flee with the officer still holding on. The officer was dragged for an unknown distance until the motorcyclist lost control and crashed, police said.

Authorities took the motorcyclist into custody.

The officer was not injured, however there were three incidents earlier this week in which officers were injured on the job.

On Monday, an officer was punched during a scuffle with a suspect outside a convenience store at Florida and El Cajon Boulevard in University Heights.

Then, later the same day, a woman was arrested for battery on a peace officer after she punched the officer at the downtown trolley station at American Plaza and India Street.

The next day, an officer was attacked by a man along the side of the road in Mission Bay. Authorities on the scene said a father trying to drive his 21-year-old son to a mental health facility crashed the car after the son became violent.

?Google promised that the video format would stay open forever, making the cooperation between the three of us possible,? says David. ?The cooperation helped us to place Kaltura as a leading player in the world of video content. We don?t charge Wikipedia for using our open code and this is our way to contribute to the global video developer?s community,? he says. ?Thanks to websites like Wikipedia, we have more than a billion streams a month and more than 100 million viewers,? concludes David.

Breaking: Green Deal Finance Company confirms 6.96 per cent ...

The Green Deal Finance Company (GDFC) has today confirmed that initial interest rate for finance packages available under the Green Deal energy efficiency scheme will stand at 6.96 per cent.

The underlying rate means that when operating fees are taken into account indicative interest rates on a financing package of ?5,000 will range from 7.67 per cent to 7.96 per cent depending on the duration of the loan.

The figure is lower than the eight to nine per cent some observers had predicted. GDFC said it would provide ?competitively priced finance [that is] open to all?, but Labour Shadow Climate Minister Luciana Berger attacked the offer as a ?sky high interest rate? that represents a ?bad deal for the public?.

The GDFC, a non-profit company backed by a group of 55 companies orchestrated by PwC, will offer funding to all accredited Green Deal providers at the same initial rate of 6.96 per cent per annum.

However, it will also impose a set up charge of ?63 for each Green Deal Plan and an annual operating charge of ?20, which will be payable by Green Deal providers and can be added to the overall cost of finance for the household or business that has signed up to the scheme.

The company said that due to the fixed costs associated with the administration fees households and businesses would get a better rate of interest if they undertook a wider range of building improvements.

For example, a Green Deal package of ?1,500 that only undertook basic insulation would result in a maximum interest rate of 9.34 per cent, but a wider package of measures worth ?5,000 would result in an annual interest rate of 7.96 per cent over 10 years or 7.67 per cent over 25 years.

?Our all-in cost of finance shows that the more energy efficiency measures a household takes advantage of, the better the long term return in terms of savings, and the lower the cost of overall finance,? said Mark Bayley, chief executive of the GDFC, in a statement.

The GDFC said the rates were comparable to the best high street rates for long-term unsecured loans and the government has consistently argued that Green Deal financing will adhere to the scheme?s golden rule whereby repayments are lower than the savings people receive from their energy bills.

But Berger warned interest rates in excess of seven per cent would badly undermine the appeal of a scheme that is meant to deliver a nationwide revamp of the UK?s building stock.

?The whole point of the Green Deal is that households are meant to save money on their energy bills ? but with rip off interest rates, hidden charges and penalty payments the Green Deal could end up costing people more than they save,? she said. ?With sky high interest rates like these it?s hard to see how the Green Deal will be anything other than a bad deal for the public.?

According to Labour calculations a household taking out a 25 year Green Deal package worth ?10,000 at a 6.96 per cent rate of interest would end up repaying close to ?21,000 over the course of the loan.

Concerns are also being raised about the reach of the scheme with the GDFC confirming that around 20 per cent of households will not be able to qualify for a Green Deal package.

However, Bayley insisted the reach of the scheme far exceeded any existing finance package and many of those qualifying for the scheme would have credit ratings that would demand much higher interest rates were they applying for other unsecured loans.

?We estimate that four out of five energy bill payers in the population will be able to access this finance,? he said. ?We know of no other source of low-cost credit which is this inclusive.

?While we?re committed to financial inclusion, we will only lend responsibly. That means finding other ways to help those already in default on their financial obligations. We will work with leading local authorities and providers to see how tailored local support, combined with the Government?s ?540m Affordable Warmth and Carbon Saving Communities programmes, can reach those who need additional help.?

The scheme officially launches on Monday, backed by a ?2m advertising and marketing campaign and a major cashback offer, which will provide early adopters with cash payments worth hundreds of pounds.

Ministers are hoping the opportunity to undertake property improvements at no upfront cost, secure net savings on energy bills, and in some cases receive in excess of ?1,000 in cash payments will encourage significant take up for the flagship scheme.

Bayley told BusinessGreen he expects the GDFC to hand out between ?200m and ?300m over the first year of the scheme and the organisation is in the last stages of raising finance. The first loans are expected to be paid out in April.

Japan envoy says territory dispute with China can be resolved

BEIJING (Reuters) - A Japanese envoy to Beijing said on Friday that he believed tensions with China over a group of uninhabited islands could be resolved, after meeting China's president-in-waiting Xi Jinping.

Natsuo Yamaguchi, head of New Komeito, the junior partner in Japan's ruling coalition, said Japan will look at the "big picture" in dialogue to resolve territorial disputes with China. He said he did not directly discuss the islands issue with Xi.

He also said he delivered a letter to Xi from Japanese Prime Minister Shinzo Abe.

Tensions over the islands, known as Senkaku in Japan and Diaoyu in China, have flared in recent months, dragging down bilateral ties.

Calif. report inspires mental health meeting - Washington Blade

SAN BERNADINO, Calif. ? Gays and lesbians in San Bernadino, Calif., gathered at a church there last week for a town hall meeting where statewide mental health concerns and care access issues were discussed, according to the San Bernadino Sun.

The meetings were linked to a recent report by Equality California and Mental Health America of Northern California titled ?First Do No Harm: Reducing Disparities for Lesbian, Gay, Bisexual, Transgender, Queer and Questioning Populations in California.?

One purpose of the meetings is to further advocate at the local level ?and using the report as a tool to do just that,? said Pasha Mikalson, the director of the Sacramento-based LGBTQ Reducing Disparities Project, the Sun reported.

In the report, researchers found a ?significant lack of cultural competence, knowledge and sensitivity among mental health service providers? working with the LGBT community.

The two-year study released in December was conducted in conjunction with 19 statewide members of the California LGBT Health and Human Services Network, the Sun reported. According to the report, more than 75 percent of the survey respondents said they had experienced ?emotional difficulties such as stress, anxiety or depression, which were directly related? to their sexual orientation or gender identity and expression, the Sun reported.

Brian Paccione: How Guns Affect the Daily Lives of Teenagers in NYC

Here is an opportunity to understand how guns are affecting our society -- not through regulation, speculation or political discourse, but through a much more intimate declaration: teens coping with the effects of guns in their everyday lives.

The students at Metropolitan High School, led by their dedicated teacher Aimee Cavazzi, were given a simple assignment: make a short documentary about your neighborhood and explore the social and economic issues you face in this community. Their videos are a unique and candid perspective on some of the most overlooked neighborhoods in the city. Through their videos, these students are effectively becoming citizen journalists of their communities, humanizing and heightening our understanding of their neighborhoods. They are reporting on issues and events passed over by the media. They are taking the time to reflect and consider their options -- accept the way things are or work to change them.

The last time MyBlockNYC visited Metropolitan High School there had been a drive-by shooting on an adjacent block a few nights prior. Victims of gun violence in these neighborhoods are often unintended targets. A Family Remembers Their Daughter explores one family's tragic loss and their hopeful yet chilling response to a local gang shooting.

Students in every school MyBlockNYC works with express fear and apprehension about their neighborhoods. The student that produced Reflections on 149th Street and Southern Blvd filmed the entire video from her window. Invariably, in almost every school MyBlockNYC works with, students ask if they can film from their window; it's just too dangerous on the street.

MyBlockNYC is not promoting a solution or an agenda on local issues, but merely trying to empower the youth of NYC to be able to use video to share personal stories on this topic and others, and, with these videos, allow the public a better understanding of how guns directly impact communities in NYC. We believe there is a difference between reading an article about a shooting in a newspaper and seeing a high-school student point to the bullet holes in the front door of her apartment (My Neighborhood Is Not Safe).

We want these three videos below to speak for themselves. We hope this blog can be a way to exhibit not our opinions, but to enable students from the five boroughs to share their powerful and intimate perspectives through video.

NEW YORK (AP) ? Michael Buble has something new to sing about: becoming a father.

In an online video posted Thursday by the YouTube account of Buble's wife, Luisana Lopilato, a sonogram with the words "Mini Buble!!!" is shown. The 20-second video ends up with words: "We're having a baby Buble!!!!"

The 37-year-old Canadian singer and his 25-year-old Argentine actress-wife were married in 2011. The couple met in 2009 during a South American concert tour.

A representative for Buble confirmed that the couple are expecting.

Buble is a Grammy-winning pop singer who has sold millions of albums, including "Crazy Love" and 2011's "Christmas." Lopilato made her name as a model and in Argentine sitcoms and soap operas.

Under French pressure, key Mali rebel group splits

SAN, Mali (AP) ? Mali's rebel movement showed new signs of discord on Thursday in the wake of punishing French air strikes, with one wing of the Ansar Dine group now pledging to negotiate an end to the country's crisis and possibly even fight against its former comrades-in-arms.

France's air and land campaign that began two weeks ago to save Mali's embattled interim government has shaken up the military landscape and put the international spotlight on the former French colony. Mali's government was on a new political defensive, urging its soldiers to "strict respect" of human rights after new allegations that they had carried out summary executions in zones of battle against the radical Islamists.

Three al-Qaida-linked extremist groups have controlled Mali's vast northeast for months, capitalizing on chaos that followed a coup d'etat in Mali's capital, Bamako, in March. But in a new sign of splintering, former Ansar Dine leader Alghabass Ag Intalla told the Associated Press on Thursday that he and his men were breaking off from Ansar Dine "so that we can be in control of our own fate."

"We are neither AQIM or MUJAO," he said of the other groups, al-Qaida in the Islamic Maghreb and the Movement for the Unity and Jihad in West Africa, known by its French-language acronym. "We are a group of people from the north of Mali who have a set of grievances that date back at least 50 years."

The comments suggested that at least some of Islamist fighters are searching for an exit in the wake of the French airstrikes. French radio RFI reported earlier Thursday that Intalla's new group will be called the Islamic Movement for the Azawad, a Tuareg term for northern Mali, and his men are willing to fight their former comrades-in-arms in Ansar Dine.

"We are not terrorists. We are ready to negotiate," Intalla told the AP.

Late last year, Ansar Dine held talks in neighboring Burkina Faso with Malian government representatives, and one of the sticking points was a disagreement over whether Malian law or Islamic Shariah law would be applied. Rebels have at times applied their interpretation of Shariah to carry out public executions, amputations, and whippings ? for infractions ranging from possessing cigarettes to women going out without headscarves.

Intalla suggested a new flexibility: "Shariah is our religion, we cannot renounce our religion. But whatever causes problems within it, we're willing to take a look at."

Intalla is an ethnic Tuareg.

An elected official from Kidal, who insisted on anonymity for fear of reprisal, told the AP Thursday that the split was a long time coming and reflected how Ansar Dine, which took over the northern city of Kidal, enlisted large numbers of fighters and coopted local authorities for economic and political reasons ? not ideological ones. Intalla, the heir to Kidal's traditional ruler, isn't believed to be a radical Muslim, he added.

Word of the new dissension within rebel ranks came as the government was confronting its own troubles: The most vocal allegations yet that its depleted army ? which was badly splintered and weakened during the coup d'etat ? had been responsible for human rights abuses along the battle zones separating the rebels in the north and government-controlled south.

"For several days information has come to use pointing to abuses committed on the ground that point to abuses that verge on human rights violations," the prime minister's office said in a statement. "The government reminds the army and security forces to show strict respect of human rights ... the government will see to the strict respect of these norms."

On Wednesday, a witness told the AP that Malian soldiers shot people accused of ties to the radical Islamists at a bus stop in Konna, along the dividing line, and threw their bodies into nearby wells around the time when the French campaign began. Also Wednesday, French human rights group FIDH accused Malian forces of dozens of "summary executions" in the area.

French President Francois Hollande authorized a military intervention two weeks ago and fighter jets have pounded rebel training camps, arms depots and bases. Since then, the Islamists appear to have fled from the cities, although they still remain firmly in control of much of northern Mali, likely using their desert bases and the area's natural topography, including cave systems in the Kidal region.

France was continuing to ramp up its presence. The French military said late Wednesday that 2,300 French troops are involved in code-named operation Serval, and the African contingent totals 1,500 soldiers in both Mali's capital, Bamako, and the capital of neighboring Niger, Niamey. France says it will stay as long as needed, but that it hopes African forces will eventually take the lead.

France ? Mali's former colonial ruler ? has received logistical help from Western allies including Britain, Germany, Denmark and the United States, but no Western troops have been committed to fighting alongside the French and Africans.

British Prime Minister David Cameron, speaking Thursday about the Mali situation in Davos, Switzerland, said the military action needed to be supported by "an intelligent political response" to resolve the crisis in the longer term.

"The French are right to act in Mali and I back that action," he said, adding: "We need to address the poisonous narrative these terrorists feed on, close down the ungoverned space in which they thrive and deal with the grievances they use to garner support."

Renowned Irish rock band U2 and The American Ireland Funds announced in 2009 that they were to establish a national music education program to help children and young people access music tuition in their local area.

The Ireland Funds website reports that U2?s Adam, Bono, Larry and The Edge said: ?As a band, we believe music tuition should be available to anyone who wants it, whatever their background. We want to help to make this happen for Ireland?s children and young people - our ?music generation? of the future.

?We hope that Music Generation will inspire Ireland?s young musicians, who might not otherwise get access to such valuable teaching. We are delighted to see the progress of Music Generation and to be involved in this much-needed initiative for Ireland.?

According to Hotpress.com, the Department of Education are to start helping fund the Music Generation project. U2 and The Ireland Funds have announced that they will introduce the program to young people in Ireland through a ?7 million initiative, a lead gift of ?5 million from U2 and an additional ?2 million to be raised by The Ireland Funds.

?The Department of Education and Skills will commence funding the initiative on a phased basis from July 2014,? confirms Minister Ruairi Quinn.

?By 2016, the investment by local Music Education Partnerships and government is expected to be on a par with the donation from U2 and The Ireland Funds. Music Generation is a great example of how when we put our heads together we can deliver really exciting education programmes in new and innovative ways.?

Minister Quinn was speaking at the launch of Developing Diversity In Music Education In Ireland, a two-year initiative that?s being run in association with St. Patrick?s College.

There to lend their support were Paul McGuinness and The Edge who notes, ?Over the years, there has been a tendency for music not to be the top priority, but the great thing about Music Generation is that it's putting it back where it needs to be. We really wanted to put our name to it, we feel strongly about this.?

Children's play spaces becoming increasingly artificial

Jan. 24, 2013 ? What makes a good children's play space? Penny Wilson from Play Association Tower Hamlets explores this important question in the inaugural issue of Routledge's International Journal of Play. ??

She discovers a world of difference between the 'play memories' of older residents of the East End of London -- who recall wandering freely, playing in the spaces between homes, shops and parks -- and the experiences of today's children, forced into rigid, over-designed and artificial play spaces.

In today's East End, the creation of the Olympic Park, like most urban development, has reduced space for children to play. In the same way that each hour of our day in modern life is driven by a need to be productive and our achievements measurable, these open spaces are taken away from children so that their physical world is also separated for precise purposes only. In contrast, their parents and grandparents would have roamed around the area, playing together for hours on end, thriving in unidentified and in-between spaces. 'Parents did not seem to know or very much mind where their children were at any particular time,' she writes. But 'what has changed today is the standards by which we judge good parenting.'

Wilson describes how the design of her Association's Mile End Park aims to give the children of Tower Hamlets a little bit of that open space back, 'blurring the urban and rural playing of children' by the use of woodlands, paths, mirrors, branches and manufactured artefacts 'to rewrite the permissiveness of the park as a playable space'. She believes that 'we will make no difference to the impoverished state of play within our societies until we revisit our ways of perceiving the world.' Perhaps this is the most important Olympic Legacy of all for the children of Tower Hamlets, and the rest of the United Kingdom.
