If the crashing sound of lightning striking Saturn wasn't enough to excite your inner-meteorologist, then perhaps footage of a raging extraterrestrial hurricane will win you over. After orbiting the ringed planet for nine years, NASA's Cassini probe has managed to snag video of a super storm on the celestial body's north pole. Cloaked by the darkness of winter, the hurricane's eye became visible as Saturn's northern hemisphere transitioned into spring. Unlike the tropical cyclones of Earth (see: Hurricane Katrina, Sandy and Irene), this furious typhoon has been spinning for several years and has winds that flow at speeds exceeding 300MPH. Further differentiating itself from our world's whirlwinds, this alien cyclone is locked to its planet's north pole and is fueled by small amounts of water vapor instead of an actual ocean. Completely in a category of its own, the hurricane's eye measures about 1,250 miles wide and is surrounded by fluffy white clouds the size of Texas. Ariz. law forces cities to resell guns from buy-back programs

PHOENIX (Reuters) - Arizona Governor Jan Brewer on Monday signed legislation forcing municipalities to resell firearms from gun buy-back programs rather than destroy them, closing a loophole in the conservative state's laws.
Brewer, a Republican and staunch gun rights advocate, signed the bill preventing local governments from melting down the weapons obtained from these popular civic events. Before the new law, the state had allowed such firearms to be destroyed.
A spokesman for Brewer could not immediately be reached for comment late on Monday.
The bill had the support of the National Rifle Association and Arizona's Republican-controlled legislature. It cleared the state Senate earlier this month by an 18-12 vote. The state House approved the bill in March.
Supporters of the measure said municipalities were wasting taxpayers' money by not realizing the revenue from reselling turned-in weapons.
Opponents argued that it sent the wrong message and that the state needed to focus on the broader issue of gun control.
"This action by the governor is not only outrageous, but it is insensitive for us now to be putting these guns back on the streets," said state Senator Steve Gallardo, a Democrat and a leading opponent of the measure. "That's just plain wrong."
The law does not specify what penalties communities would face for violating its provisions.
Arizona became a battlefront in the national gun debate after a 2011 mass shooting outside a Tucson supermarket killed six people and left U.S. Representative Gabrielle Giffords gravely wounded.
Giffords, who has since left Congress, and her husband, retired astronaut Mark Kelly, have been pushing for tighter gun laws, especially in the wake of the December 2012 massacre at a Connecticut school in which a gunman killed 26 people, including 20 kids.

Clarifying the effect of stem cell therapy on cancer
Apr. 28, 2013 ? Injection of human stem cells into mice with tumors slowed down tumor growth, finds research published in BioMed Central's open access journal Stem Cell Research & Therapy. Human mesenchymal stem cells (MSC), isolated from bone marrow, caused changes in blood vessels supplying the tumor, and it is this modification of blood supply which seems to impact tumor growth.
The use of stem cells in treating cancer has been controversial, with some studies finding that stem cells force tumors to enter programmed cell death. However other studies find that stem cells actually promote tumor growth by inducing infiltration of new blood vessels. In attempting to sort out this puzzle researchers from INSERM groups at Universit? Joseph Fourier in collaboration with CHU de Grenoble investigated the impact of MSC on already established subcutaneous or lung metastasis in mice.
For both the subcutaneous and lung tumors, injection of MSC reduced cell division, consequently slowing the rate of tumor growth. Part of the mode of action of stem cells therefore appears to be due to with angiogenesis, but the mechanism behind this is still unclear.
Claire Rome who led this study explained, "We found that MSC altered vasculature inside the tumor -- although new blood vessels were generated, overall they were longer and fewer than in untreated tumors. This could be restricting the oxygen and nutrients to the tumor, limiting cell division." She continued, "Our study confirms others which propose that stem cells, in particular MSC, might be one way forwards in treating cancer."
Commenting on this study Celia Gomes, from the University of Coimbra, said, "One of the interesting questions this study raises is when MSC promote tumor growth and when they restrict it. The answer seems to be timing -- this study looks at already established tumors, while others, which find that MSC increase growth, tend to be investigating new tumors. This is a first step in the path to identifying exactly which patients might benefit from stem cell therapy and who will not."

Male humpback whales sing complex songs in tropical waters during the winter breeding season, but they also sing at higher latitudes at other times of the year. NOAA researchers have provided the first detailed description linking humpback whale movements to acoustic behavior on a feeding ground in the Northwest Atlantic.
Findings from the study, published April 10 in the journal PLOS ONE, demonstrate the potential applications of passive acoustic tracking and monitoring for marine mammal conservation and management.
Co-author Sofie Van Parijs, who heads the passive acoustics group at the Woods Hole Laboratory of NOAA's Northeast Fisheries Science Center (NEFSC), says this study is not so much about biology, but about acoustic methods.
"We have monitored and acoustically recorded whale sounds for years, and are now able to 'mine' these data using new computer software applications and methods, " said Van Parijs. "Passive acoustic tracking has enabled us to localize humpback whale song to study the movements of individual whales, and to relate the singing to specific behaviors. This has never before been accomplished for singing humpbacks on a northwest Atlantic feeding ground."
"Passive acoustic tracking of humpback whales and other cetacean species provides an opportunity to collect data on movement patterns that are difficult?or impossible?to obtain using other techniques," said lead author Joy Stanistreet, who worked with Van Parjis and co-author Denise Risch at the NEFSC's Woods Hole Laboratory at the time of the study. Stanistreet is currently a graduate student at the Duke University Marine Laboratory in Beaufort, N.C.
Since 2007, NEFSC researchers have used year-round passive acoustic monitoring to study ocean noise in the Stellwagen Bank National Marine Sanctuary, a feeding ground for humpback whales and other marine mammal species in the southern Gulf of Maine. Humpback whales typically frequent the sanctuary between April and December and feed on sand lance and other small schooling fish. Humpback whale singing in the sanctuary usually occurs from April through May, following the spring migration from southern waters, and from August to December before the return fall migration. During the summer, humpbacks remain in the sanctuary but generally do not sing while they feed.
The researchers used data from acoustic recordings collected from an array of 10 bottom-mounted marine autonomous recording units (MARUs). Continuous 24-hour recordings units were deployed in the sanctuary for four consecutive three-month periods during 2009. The MARUs were placed three to six miles apart, and the arrays shifted seasonally to areas within the sanctuary having high whale concentrations.
Humpback whale songs were recorded in distinct time periods during spring and fall. No songs were recorded during summer and winter, although humpback whales remained in the area. Songs were most common in the spring, and occurrences of singing increased significantly before and after migration periods.
Forty-three song sessions, each lasting from 30 minutes to eight hours, were used to track individual singing whales. Most of the singers were actively swimming; the patterns and rates of their movement ranged from slow meandering to a faster directional movement. In one case, two singers were tracked at the same time, suggesting a potential reaction by one singer to the presence of the other.
Marine mammal researchers could also use passive acoustic localization and tracking methods to better understand the geographic distribution, abundance, and densities of cetacean species, many of which are threatened by human activities. These applications may help inform and enhance marine mammal conservation and management efforts

OpenMobile ACL for webOS resurrected on Kickstarter, hopes to bring Android apps to HP Touchpad
The promise of OpenMobile's Application Compatibility Layer is enticing: seamlessly run Android apps on another operating system as if it was meant to be there. Unfortunately for fans of Palm's last hurrah, the project's webOS port died with the HP Touchpad. That won't stop dedicated fans, however -- Phoenix International Communications plans to resurrect webOS ACL. Taking the project to Kickstarter, the team is showing an early build on an HP Touchpad, seamlessly running Android apps in cards alongside native webOS applications. Phoenix hopes that a functional ACL will reduce Touchpad owner's reliance on dual-booting Android, giving them the freedom to enjoy webOS without sacrificing functionality. The team is promising a relatively short development time, thanks to OpenMobile's early work, and hopes to deliver a consumer ready build in July. Experts decry low broadband Internet penetration ? The Punch ...
An Information and Communications Technology expert, Dr. Evans Woherem, has decried the low penetration of broadband Internet services in the country despite the boom in mobile communications technology in Nigeria and Africa in general.
Speaking at the ongoing Digital Africa Conference in Abuja, Woherem called for complementing fibre optic networks with satellite technology in order to make broadband Internet more available to majority of people living on the continent.
Also speaking at another forum, Managing Director, Nigerian Communications Satellite Limited, Mr. Ahmed Rufai, said there was an urgent need to use satellite to address lack of broadband access in schools and public institutions.
Woherem said, ?Diffusion of ICT in Africa has been paltry compared to the other continents of the world. Yet, ICT has greater promise to help Africa leap-frog development. Africa should not be a bystander or passive participant in the global ICT industry by only using the products and never participating in developing the technology.
?African nations should be more concerned now than before about how to use ICT applications for rapid national economic development. Technology parks, for instance, have a long history in the US and Europe, but their presence across Africa is still limited, as the continent currently lags behind other regions of the world in terms of funding technological development and innovation.?
According to him, only seven African countries namely, Morocco, Egypt, Senegal, Madagascar, Tunisia, South Africa and lately, Ghana, have made technology park construction an integral piece of their development goals.
He added, ?Let?s take the issue of broadband for instance: It has often been argued that Africa?s low broadband penetration limits the ability of its nations to harness the economic growth that often accompanies the spread of Internet access. This has resulted to high cost of Internet access in Africa, thus ranking hers the highest in the world.
?A new socio-economic report launched by the Commonwealth Telecommunications Organisation states that the vast majority of sub-Saharan Africa is falling behind the rest of the world in terms of broadband connectivity because of limited supply and very high prices.
?It is evident that each new cable helps to bring more African communities into the age of high-speed Internet, making e-commerce, cloud computing, real-time video and IP-based voice a reliable reality, and allowing African companies to conduct business more competitively on the global stage.?
Despite the growth of fibre optic submarine cables and terrestrial networks in the continent, about 40 per cent of sub-Saharan Africa will be unable to access broadband services unless there is greater use of satellites as a complimentary technology, according to Woherem.
He added that the cost of international bandwidth posed a significant barrier to the ability of African countries to participate in world trade and to increase their capacity and skills.
Without cheaper international bandwidth, Africa runs the danger of being left behind in the global race, he added.

Attending and Conducting Meetings

For a business meeting or encounter there are usually a set of handshakes at the beginning of the meeting and to conclude the interaction. The key is not to be too aggressive and don?t be offended if your Chinese partners offer a weak handshake. At the end of the meeting you may also find yourself in a prolonged handshake where it is customary to keep the contact for a while longer than you are probably used to.
Giving/Receiving business cards
Similar to the introductions you want to make sure that you hand your business card to the most senior official first. It is also customary to offer your cards with both hands as if you were presenting a gift. If you can, have your title translated into Chinese, as this will be how your hosts decide who should be invited to which event and where you will be seated.

Most films are experiences to be ignored or at best forgotten. "Blancanieves" is a little classic to be treasured.
It is a full-bodied silent film of the sort that might have been made by the greatest directors of the 1920s, if such details as the kinky sadomasochism of this film's evil stepmother could have been slipped past the censors.
Blancanieves, which won 10 Goyas (Spain's equivalent of the Oscars) and was a smash hit in its native Spain, has traces of a kinky undertone and an uncommon willingness to embrace the darkness inherent in this fairy tale.
As if bewitched, the legend of Snow White is transferred to Seville in the early twentieth century and transformed into high melodrama.
Sensuous, mischievous, hotblooded retelling of the old Teutonic fairy tale.
This gorgeous silent film is an unexpected gift from the gods of pure cinema.

A visual feast, a musical masterpiece and a heartbreaking romance.
The actors are well-chosen and make you forget the lack of dialogue, especially with the artful support of Alfonso de Vilallonga's music.
The silent trappings seem like a gimmick when employed in 2013, but the story's impact is never dulled.

White House hedges on 'red line'

President Barack Obama's cautious stance on the conflict in Syria shone clearly Friday as he warned President Bashar Assad that ?the systematic use? of chemical weapons against Syrian rebels would trigger a forceful American response.
Back in August, Obama bluntly warned Assad?s regime that while he had not ?at this point? ordered an American military response to Syria's civil war, ?a red line for us is we start seeing a whole bunch of chemical weapons moving around or being utilized."
When it comes to chemical weapons, what is "a whole bunch"? What does "systematic" mean? The White House has carefully refused to define either term precisely, keeping the president's options open. Republicans have called for a far more forceful U.S. role in Syria, notably by arming the rebels and establishing "safe zones" to protect the opposition or Syrians fleeing the fighting.
In 2008, Obama used his opposition to the Iraq war?and Hillary Clinton?s initial support for it?as a potent weapon to capture the Democratic presidential nomination. The flawed case for toppling Saddam Hussein looms large now as the president wrestles with the U.S. response to signs that Assad?s iron-fisted regime used chemical weapons in Syria?s two-year civil war. The conflict has claimed the lives of an estimated 70,000 people.
?I think all of us, not just in the United States but around the world, recognize how we cannot stand by and permit the systematic use of weapons like chemical weapons on civilian populations,? Obama said as he met Friday in the Oval Office with King Abdullah II of Jordan.
The president?s comments came a day after Defense Secretary Chuck Hagel and the White House revealed that U.S. intelligence believed Assad had used chemical weapons, specifically the deadly nerve agent sarin, against opposition forces in the country's ongoing civil war.
On Thursday, the White House disclosed that "our intelligence community does assess with varying degrees of confidence" that Assad's regime had used sarin. But top officials?from Hagel on down?warned that those findings did not mean that Assad had now crossed Obama's "red line" or that American military action might be imminent. Instead, they said Washington will now work with its allies, Syria's opposition and the United Nations to build what one top Obama aide called an ?airtight? case.
"These are preliminary assessments; they?re based on our intelligence gathering. We have varying degrees of confidence about the actual use, but there are a range of questions around how, when, where these weapons may have been used," Obama said Friday, vowing "to make sure that we are investigating this as effectively and as quickly as we can."
"But I meant what I?d said, and I will repeat," he said. "Horrific as it is when mortars are being fired on civilians and people are being indiscriminately killed, to use potential weapons of mass destruction on civilian populations crosses another line with respect to international norms and international law. And that is going to be a game changer."
"We have to act prudently. We have to make these assessments deliberately. But I think all of us, not just in the United States but around the world, recognize how we cannot stand by and permit the systematic use of weapons like chemical weapons on civilian populations," he said.
Just how big a factor is the March 2003 invasion of Iraq? A senior Obama aide, briefing reporters Thursday on a conference call arranged by the White House, made repeated references to it as a reason to tread cautiously.
?I?d say that given our own history with intelligence assessments, including intelligence assessments related to weapons of mass destruction, it?s very important that we are able to establish this with certainty and that we are able to present information that is airtight in a public and credible fashion," he said. "That is, I think, the threshold that is demanded."
White House press secretary Jay Carney sharply rejected any notion that Obama might show more "leniency" on weapons of mass destruction because of the Iraq War. "Absolutely not," he told reporters at his Friday briefing.
"The fact is that we do have some evidence and we need to build on that," Carney said. "The precedent you cite I think is a significant one, and it simply stands to reason that the assessments that we make, the intelligence community makes, are extraordinarily valuable, and they do excellent work, but they are building blocks towards a broader objective here, which is the accumulation of concrete evidence?evidence that can be corroborated, evidence that can be presented and reviewed and then acted on if the conclusion is that a red line has been crossed."
