Customers may wonder, as I did, how I could use less gas year to year after investing in insulation and energy-efficient windows, and still have a 40 percent rise in my annual gas budget as recalculated by Citizens Gas. This is especially shocking when wholesale gas prices have steadily declined recently. The reason is simple: A company official informed me that Citizens has been granted 2 to 3 percent increases each month in service and delivery charges over the last year. I guess it cost them 40 percent more to deliver the same gas. Am I missing something?
